I also agree with Dr. Peiris' assertion that Hong Kong needs to invest much more heavily in research and development. His discussion in class on the SARS outbreak and bird flu pandemic demonstrated Hong Kong's past successes in leading global research and provided evidence that Hong Kong has the potential to become an R&D powerhouse. In particular he noted that Western approaches to fighting the bird flu pandemic were not realizable in Asian countries, and that Hong Kong was instrumental in developing solutions that were more suitable. This observation shows that there is a definitely a niche for Hong Kong in the field of high-level research. I agree with Dr. Peiris' call to increase R&D funding in Hong Kong, because this unique opportunity combined with Hong Kong's high levels of education and foreign investment could transform Hong Kong into a global research leader. The only thing holding it back is policy-makers' strict adherence to non-interventionism and unwillingness to divert focus from the financial industries that have made Hong Kong successful in the past. Hopefully, they will recognize the opportunity in front of them and make the investments and policy changes necessary to develop Hong Kong's knowledge based sectors.
